Introduction
In the context of a modern, development-oriented welfare state and with a view to containing expenditure on establishment and improving efficiency of public services, a scheme for redeployment of Surplus Staff has been in operation since 1966. The scheme has since been revised in the year 1989. The employees, who are rendered surplus alongwith their posts from the Ministries, Departments and Offices of the Government of India, are redeployed/readjusted against the direct recruitment vacancies in the Central Civil Services and posts located in the various Ministries, Departments and Offices of the Government of India, other than the services/posts to which recruitment is made through a competitive examination held by the Union Public Service Commission, in accordance with the Revised Scheme for Redeployment of Surplus Staff issued vide O.M. No. 1/18/88-CS.III dated 1.4.1989 of the Department of Personnel and Training, the Central Civil Services (Redeployment of Surplus Staff) Rules, 1990 ( Notification No. G.S.R. 99(E) dated 28.2.1990) and instructions issued from time to time.
The employees, who are rendered surplus in the Ministries, Departments and Offices of the Government of India, are taken on the Surplus Staff Roll of R&R Division for redeployment against the direct recruitment vacancies intimated by various Ministries, Departments and offices of the Government of India. In case of non-availability of suitable surplus employees on the Surplus Staff Roll at the relevant point of time, a No Objection Certificate is issued to enable the indenting Office to fill up the vacancies from other permissible channel as per the recruitment rules of the posts. A surplus employee can seek readjustment after his redeployment as per the provisions contained in the above mentioned Scheme/Rules.
A surplus employee can opt for Special Voluntary Retirement Scheme (SVRS) introduced vide O.M. No. 25013/6/2001-Estt.(A) dated 28.2.2002 of the Department of Personnel and Training. Payment of ex-gratia to the employees declared surplus and opting for the SVRS within the specified three months period will be over and above the normal retirement entitlements under the CCS(Pension)Rules, 1972.
The ‘Surplus Cell’ in the Department of Personnel and Training has been re-designated as ‘Division of Retraining & Redeployment, and all matters connected with the redeployment of Group ‘D’ employees have been transferred from the DGE&T, Ministry of Labour to this Division vide Order No. 20011/1/2002-IWSU dated 10.1.2002 of DoPT.
