DEPARTMENT OF PERSONNEL & TRAINING
Office of the Director of Canteens in the Department of Personnel & Training is the nodal office in respect of Non-Statutory Departmental Canteens and Tiffin Rooms located at the Central Government offices all over India. Presently 1352 registered Canteens and Tiffin Rooms are functioning in the various offices of the Central Government, all over India.
In pursuance of Supreme Court judgement, the employees of these Non-Statutory Departmental Canteens and Tiffin Rooms were declared as Central Government employees w.e.f. 1.10.1991 and have been extended all benefits as are available to other Government employees of comparable status vide O.M.NO. 12/5/91-Dir.(C) dated 29.1.92.
The respective Ministries/Departments of the Central Government are responsible for making necessary authorized budget provision for Canteens and Tiffin Rooms functioning under their control. No funds/budget provision is being provided by the Department of Personnel & Training to any Ministry/Department in this regard.
This office has also brought out a publication titled ‘Administrative Instructions on Departmental Canteens in Government Offices and Industrial Establishments’(called "Green Book") containing administrative instructions for the proper running of the Canteens and the administration of the Canteen personnel in the year 2008 .
A set of detailed instructions, for the proper maintenance of Accounts by the Departmental Canteens have been issued vide O.M. No. 3/10/90-Dir.(C) dated 24.11.99.
