DISCLOSURE UNDER SECTION 4(1) (b) OF RIGHT TO
INFORMATION ACT, 2005- CENTRAL CIVIL SERVICES
CULTURAL AND SPORTS BOARD

4(1)(b) (i) The particulars of its organization, functions and duties;

CCSCSB is part of Welfare Division in the Department of Personnel & Training. It is located in Room No. 361, 3rd Floor, Lok Nayak Bhawan, Khan Market, New Delhi-110 003. Aims and objectives of the Board are as under:-

  1. To encourage promote and control the athletic and sports activities of the Government of India offices at Delhi, Bombay, Madras, Calcutta, Nagpur, Cochin and at other centers where the Regional Sports Boards are set up.
  2. To foster spirit of sportsmanship amongst the Central Sectt. employees and to provide them with an opportunity to meet in the field of sports and recreation.
  3. To institute and hold Central Sectt. Championship, Tournaments, Competitions, exhibitions matches, Sports Meets etc.
  4. To assist in the improvement and construction of sports grounds.
  5. To affiliate and be affiliated to the National Sports Federations and other approved institutions for the promotion of games and sports controlled by the Board.
  6. To enter Central Sectt. teams to participate in various tournaments and competitions as may be decided by the Board from time to time.
  7. To promote and ensure amateurism amongst the Central Secretariat teams.
  8. To discover and encourage new talents in the field of sports and games controlled by the Board.
  9. To arrange coaching classes/camps to improve the standard of sports of the Sectt. Staff.
  10. To encourage and promote fine arts, like music, dance, drama etc. amongst the Central Government employees working in various places in the country and their families, as a welfare measure

(ii) the powers and duties of its officers and employees;

To examine proposals on the subjects being dealt with in the Board The Assistants submits files/cases to Section Officer/Assistant Secretary who gives his suggestions on the proposals and submits to Secretary, Central Civil Services Cultural & Sports Board, CWO and higher officers in accordance with the channel of submission and level of disposal of the matters under consideration.

(iii) the procedure followed in the decision making process, including channels of supervision and accountability;

(iv) the norms set by it for the discharge of its functions;

The guidelines framed by DoPT and the CCSCSB on various subjects are kept in view while processing the proposals.

(v) the rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions;

Instructions relating to sports activities undertaken by CCSCSB are held by the Section.
(a) Annual report together with Audited Annual accounts of the Central Civil Services Cultural & Sports Board.
(b) The minutes of the Meetings of the Central Civil Services Cultural & Sports Board which regulate/ provide direction to the activities of the Board.

(vi) a statement of the categories of documents that are held by it or under its control;

Guidelines/instructions issued from time to time regarding holding of Inter-Ministry/AICS tournaments, grants to regional Sports Boards and financial assistance to the State(s) organizing AICS tournaments are held in the Board.
Normally the issues that are brought up before the Board are of the following nature:-
(i) Clarifications/queries in connection with holding of inter-Ministry/AICS tournaments;
(ii) Booking of Central Civil Services Cultural & Sports Board grounds.

(vii) the particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof;

Members of the public are not involved in the formulation of Board’s policy or implementation thereof.

(viii) a statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes are accessible for public:

21 Regional Sports Boards are set up in various cities where the number of Central Government Employees are more than one thousand. The senior most Central Government Officer in station is usually the Chairman of the Central Civil Services Regional Board for Culture & Sports. The Secretary to the Regional Board is nominated by the Chairman. These Regional Boards for Culture and Sports are responsible for promotion of cultural and sports activities in their respective areas. Financial grants-in-aid is sanctioned every year by the Board to the Regional as per norms prescribed. The Central Civil Services Regional Boards for Culture & Sports are listed as follows:

The Central Civil Services, Cultural & Sports Board, is a society responsible for promotion of Cultural & Sports activities amongst the civil servants in the country. As such the meetings of the Board or regional sports Boards are not open to the public. However the public can have access to the information/records maintained in the Board in accordance with Government Rules.

CCSCSB receives grant-in-aid from the Govt. to finance its activities. Rs. 50 lakhs have been provided as grant-in-aid for the Board during 2013-14. Grants-in-aid are also released to the regional Boards as per norms prescribed by the Board.
