GENERAL RULES FOR AICS TOURNAMENTS ORGANISED BY THE CENTRAL CIVIL SERVICES CULTURAL AND SPORTS BOARD IN COLLABORATION WITH THE STATE GOVT./ UTs / RSBs

Team Eligible For Participation

  • One team of Civil Servants from Central Sectt Delhi.
  • One team of Civil Servants from State Govt.
  • One team of Civil Servants from each Union Territory
  • One team of Civil Servants from each of the 18 Regional Sports Board.,

NOTE : Under no circumstances more than 1 team as above will be fielded.

Eligible Categories of Participants in the Team and Individual Events.

Civilian employees of the Central Government coming under the definition of Central Government Employees (Paid from Consolidated Fund of India and contributing to General Provident Fund and Pensionable Service).

Civilian in the Armed Forces Headquarters

Civilian Personnel working in the Office of the Police Organisation/ Head quarters of I.G. of Police in State subject to the conditions that they are not eligible to participate in the Police Meets.

Regular State Government Employees serving in the State Government Department including Educational Institutions but not from any semi-Government Autonomous bodies/ State Public Undertakings or similar Offices.

Persons employed as Sports Officer/Instructors in Offices/Educational Institutions/Physical Training Institutions.

RSB may include in their team persons belonging to all Central Government Department like Audit, Central Excise & Customs,Railway,Income Tax P & T and Deptt of Telecommunications etc working in their Jurisdiction.

Non Eligbile Categories of Participants

Uniformed personnel in Defence Service /Para Military Organisation/Central Police Organisation/Police/RPF/CISF/BSF/ITBP/NSG etc.

Employees of Autonomous bodies/Undertaking/Public Sector Banks even though administratively controlled by the Central Ministries.

Casual/Daily wages workers.

Employees attached to offices on temporary duty.

A newly recruited employee who has put in less than 6 months in Regular establishment /Service.

In case of AICS Competitions for cultural disciplines(Music & Dance, Short Play etc), Professionals and hired artists/Govt Servants employed as artists, instrumentalists and teachers of cultural disciplines are not eligible to participate.

Note :-

Deputation The Status of the Organisation in which the persons is working on deputation or otherwise is to be taken into account for deciding the eligibility.
Identity Card: All participants are to carry individual Identity Cards issued by the concerned authority for verification of eligibility criteria at the venue of AICS Tournaments.

Inclusion of ineligible participants in a team will lead to disqualification of the entire team automatically and no appeal will rest against this decision

Any appeal/protest on the question of eligibility shall be referred to Organising/Tournament Committee whose decision shall be final.

Colour/Logo :

All teams should wear only one colour depicting the name of the team, and any team exhibiting logo

Or name of offices/Team other than given in the entry will be disqualified.

Flag :

All team should bring their State/UT and RSB Flags in all the AICS Tournament for MarchPast etc.

The size of the Flag should be 6’X3’.

Entry Form

Each competing team must submit in the prescribed proforma(Appendix-I & II) the name of the participants who will represent the team in the tournament. Complete list of players must be sent simultaneously to the host State/UT and Secretary , Central Civil Services Cultural and Sports Board atleast 15 days before the start of the tournament or before the date specified for sending the entries. Before taking part in the tournament, the team shall produce a certificate from their respective State Governments/Head of the Department certifying that the participating players of their teams are eligible to play in terms of foregoing rules and that they are having more than 6 months regular service.

Entry Fee

There will be no entry fee for the tournament and that the Organisers should not resort to Gate Collection from the spectators

Facilities to be provided by CCSCSB

All running trophies and individual prizes shall be provided by Central Civil Services

Central Civil Services Cultural and Sports Board shall give a grant to the Organising State/UT at the rate of Rs.150/- per person per day(including one day prior to and one day after the meet). The grant will be reimbursed to the State Government after completion of All India Civil Services Tournament only on submission of documents indicated in Appendix-III.

Facilities to be Provided/Expenses to be borne by the Host State

The teams coming from outstation will be provided with the following facilities by host State/UT:-

Conduct the matches and bear all expenses towards ground charges, Officials/Refrees/Umpires/Judges etc. and other expenses in connection with the prize distribution ceremony. Free lodging at the place of tournament for the period commencing not more than one day before the team is scheduled to play its first match and ending not more than one day after its last match in the tournament. Free conveyance from the Railway Station to the place of stay and back. Free conveyance from the place of stay to the playground and back on their match days.

Provide facilities for practice.

Provide medical, facilities to the participating teams as and when required. Provide tea to the participating teams including their Managers and Officials on match days for cricket tournament only. Printing and issue of certificate of participation/merit certificate to the participants. The certificate should invariably show that AICS tournaments is organised on behalf of Central Civil Services Cultural and Sports Board, Department of Personnel and Training, New Delhi. Provide as far as possible, necessary facilities for Rail reservation for the return journey of the outstation teams.

Send order of events/copy of the draws well in time to the participating organisations(atleast 15 days in advance) to enable participating teams to arrange their rail reservation etc.

Responsibilities of Participants and Other General Rules

The participants will arrange to bear the cost of their boarding at the venue. The participant as far as Central Government Employees are concerned are treated as on duty and they are eligible to draw TA/DA accordingly.

O.M.No.16/1/85-Estt(Pay-I) Dt.16.7.1985.

Will maintain strict discipline on and off the field and will also ensure that the team Returns as soon as their presence is no longer required at the venue of the Tournament Consequent on not reaching the next qualifying stage. Any act of indiscipline/misbehaviour/misconduct will attract the provisions of CCS(CCA) Rules since government employees are treated as on duty during All India Civil Services Tournaments.

Draw for AICS Tournaments

The draw for the All India Civil Services Tournaments will be made out by the Host State Keeping in view the previous year’s Winners and Runners-up who should be placed in different halves/groups so as to avoid any undue strain on the participating team/players. The losing semi-finalists may also be kept in different halves.

The date and time for each match shall be communicated to the teams before hand. The Tournament Committee, however, reserves the right to change by itself or through its nominee, at short notice, the date, time and venue of any match.

The competing teams shall be required to reach the venue/grounds at-least fifteen minutes before the scheduled time of play. Any team failing to take the field within five minutes after the scheduled time may be scratched.

Referee’s decision shall be final and binding on the competing teams. In case of any Team/team walking off the fields of play or not resuming play after the interval, the team concerned shall be disqualified from future participation in the tournament.

Protest, if any, must be lodged in writing with the Secretary, of the board/Tournament Committee or his nominee within an hour after the expiry of the match to which the protest relates and must be accompanied by a protest fee of Rs.300/- (Rupees three hundred only) in cash which will, not be refunded unless the protest is ultimately upheld by the Committee. The protest fee wherever forfeited on account of rejection of the protest will be deposited with the Board after conclusion of the tournament. No protest, however will be entertained against any decision of an Umpire/Referee except on technical grounds. In all cases, the decision of the Committee shall be final and binding.

In the event of similarity of colours & Uniforms between two opposing teams, the Tournament Committee may prior to the commencement of the match, make one of the teams to change its colour of Uniform.

The winners/Runners-up and the Hard line Trophies cannot be won outright. However, the Members of the Winning and Runners-up teams shall be awarded individual prizes. No individual prizes shall be awarded for the Hard Line Match, if played. All trophies must be returned in good condition before the end of eight months from the date when the trophy is won or an earlier date, if so required by the Board. In case the trophies are not returned as stipulated above, the authority concerned/State would be liable to pay the cost of trophy. The Managers/Secretaries and Captains of teams shall have to sign a receipt for the trophy in the form prescribed by the Board(Appendix-IV)

In all cases not covered by the above rules, the decision of the CCSCSB or by an Official/Committee authorized by it shall be final and binding. The Board reserves the right to amend or alter any of the rules at any time, if necessary.

All India Civil Services Drama Competition & Music and Dance Competition are Cultural events.

Participation in these events are not treated as on duty for Central Govt. employees. Their period of absence will be treated as special casual leave vide Government of India O.M.No.28016/1/87-Estt(A) dated 9.9.87. Funds are to be made available by the RSB out of their annual grants-in-aid. Excellence in cultural events will not attract the provisions of Govt of India O.M. No.6/1/85-Estt(Pay-I dt. 16.7.85 which is exclusively meant for sports events.

Rules and Regulation for various Events of Athletic

The AICS Athletic Meet shall be governed by the Rules and Regulations as laid down in the handbook 1999-2000 as amended and updated from time to time published by Amateur Athletic Federation of India, New Delhi. In case where the said Rules framed by AAFI differ from the Rules for AICS Athletic Meet than the Rules for AICS Athletic Meet shall only be followed.

Scoring of Points for Team Championship and Best Athelete Title

The Team Championship and the selection of Best Athlete shall be determined by the scoring of points. The method of scoring for individual events and team Relays will be as follows:-

Schedule for various Events

The schedule and order of events of AICS Athletic Meet shall be drawn by the host State/RSB at least 3 days before the commencement of the Meet, keeping in view the latest AAFI Rules.

Date and Time for each event shall be communicated to the team Manager/Coach before hand.

Any competing Athlete failing to take the field within 5 minutes of the final call as per the schedule time may be disqualified.

Rules and Regulations for the Matches of Basketball

All India Civil Services Basketball Tournament shall be governed by the Official. Basketball Rules as adopted by the International Basketball Federation (FIBA) on 25-26 July 1998 and as amended and updated from time to time. In case where the said Rules differ from the Rules of AICS Basketball Tournament than the Rules for AICS Basketball Tournament shall be followed.

Rules and Regulation for the Matches of Cricket Tournaments

The All India Civil Services Cricket Tournament shall be governed by the Deodhar Trophy Rules as laid down by the Indian Cricket Control Board and as amended and updated for time to time. In case where the said Rules framed by Deodhar Trophy Rules differ from the Rules for AICS Cricket Tournament Rules then the Rules for AICS Cricket Rules shall only be followed.

Rules & Regulations for the Matches

All India Civil Services Carrom Tournaments shall be governed by the "Laws of Carrom" laid down by the All India Carrom Federation(AICF) and as amended and updated from time to time. In cases where the said AICF Rules differ from the Rules for the AICS Carrom Tournaments then the Rules for the AICS Carrom Tournament only be followed.

Mode of Conducting the Tournament

The AICS Chess Tournament shall be conducted in the following two parts:-

Team Championship with Swiss System

Individual Championship with Swiss System

Rules and Regulations for the Chess Matches/Session

The AICS Chess Tournaments shall be played with Swiss System in accordance with the laws of Chess as approved by International Federation of Chess (FIDE) and as amended and updated from time to time.

Walkover time shall be one hour from the start of the session

If any player/team having forfeited one game by default/walkover fails to inform the Tournament Director prior to preparation of the draw for subsequent round, then that player/team shall be scratched from the tournament.

One point shall be scored by the winner of each game, the looser scoring Zero. In case of a draw half a point shall be scored by each player. A bye shall be given one point in Individual Championship and two point for four players (Half point for each players) in team Championship.

The total time for each game shall be four hours i.e. two hour for each player:-

The Order of players once given shall not be changed in the subsequent rounds.

The Board order for the four players for each match shall be given half hour before the commencement of the match.

The final position of the players and teams shall be determined by the Final Score and in case of a tie the final position shall be deciding by applying (a) Progressive total (b) Cut Progressive total (c) Toss in that order as per the required.

No smoking shall be allowed in the tournament Hall.

All India Civil Services Football Tournament shall be governed by the Rules framed by Football Federation of India and as amended and updated for time to time . In case where the said Rules differ from the Rules for AICS Football Rules then the Rules for AICS Football Tournaments Rules shall only be followed.

Rules and Regulations for the Matches of Kabaddi Tournament

AICS Kabaddi Tournament shall be governed by the Rules laid down by the Amateur Federation of India, as amended and updated from time to time. In case where the said rules of Kabaddi differ from the Rules of the AICS Kabaddi Tournament then the rules for the AICS Kabaddi Tournament shall only be followed. In all cases not covered by the above rules, the decision of the CCSCSB or by an Official/Committee authorized by it shall be final and binding. The Board reserves the right to amend or alter any of the rules at any time, if necessary.

Rules and Regulation for the Competition

Inclusion of ineligible players in the team will lead to elimination of the players from the All India Civil Services Music and Dance Competition.

No Competition will be conducted in a event on a group if the number of entries less then three

No prizes will be given if the entries are less then eight in any category

One team can give only two entries for any event other then Folk Dance and only One entry per team will be entertained for Folk Dance

One individual can participate in not more than two items and He/She will have to give performance according to the schedule grant for the Competition at different venues. No request for change will be entertained.

Prizes will be awarded on the recommendation of Panel of Judges appointed by the Board/Organising State/RSB. The Judges will make their recommendation by awarding marks for various aspects of each items as per details given below:

In case of Tie among the participants for 1st 2nd and 3rd Position the following criteria shall be followed

The participant getting higher aggregate marks by maximum Number of Judges Shall be awarded the prizes.

In case of Tie in r/o (I) above the participant who is awarded more marks on aspects(s) carrying the highest marks in that event shall be awarded the prize. In case of tie to this effect Marks awarded in the aspect carrying the next highest marks in that event shall be taken into account.

The assessment made by the judges shall be binding on all the participants/teams and No representation for reconsideration for the same shall any circumstances be entertained.

The decision taken by the Board or by the Organising State/RSB on behalf of the Board regarding Prizes shall be final and no representation shall be entertained to this effect.

Participants will be allowed to use their own Instruments in the Competition.

A Harmonium and Tabla along with Tabalchee will be made available. No Instrumentalist will however be provided. The Competitors may use their Instrument with their own Instrumentalists.

All Notices served on the Official Notice Board at the venue will serve as the only official intimation to the participants/Official/Judges. All are requested to see the Notice Board without fail.

Entries once submitted would not be allowed to the altered/changed and no request will be entertained in this regard at any time.

In the interest of the Competitors any rules mentioned above can be waived or altered by the Organisers at any time without assigning any reason thereof and shall be binding on all.

The strict discipline shall be maintained by all participants on and off the stage during the period of the Competition. The Manager of the team will be responsible for this purpose. In case of misbehavior or indiscipline by any participant strict disciplinary action shall be taken against the participant.

Rules and Regulation for the Short Play Competition

The maximum duration of Play shall be 60 Minutes. Curtain will be dropped on expiry of 60 Minutes of allotted time. The minimum duration of the play not be less than 45 minutes.

A Period of 10 minutes will be given to each group for clearing the Stage. For stage setting, light & Mike fitting etc will be given Maximum of 30 minutes for this purpose.

The stage setting will not be taken into account for adjudging the Best Production.

The Organiser may preview the Short Play entered in the Competition.

Not withstanding the above rules, the Board/Organiser may reject any entry at any time without assigning any reasons

Request for postponement of Play either in respect of time or date will on no account be entertained.

Decision of the Organisers/Board will be final and binding on all and no representation will be entertained against any judgement

The Judges will make their assessment by awarding marks under the following categories mentioned against each items:-

Minus Marking: Minus marking to the extent of maximum 10 Marks may be made by the Judges for indecency in speech action & gestures beyond Dramatic Norms.

All Notices served on the Official Notice Board at the venue will serve as the only official intimation to the Participants/Official/Judges. All are requested to see the Notice Board without fail.

Entries once submitted will not be allowed to be altered/changed and no request will be entertained in this regard at any time.

In the interest of the Competition, any rules mentioned above can be waived or altered by the Organisers at any time without assigning any reason thereof and shall be binding on all.

The Strict discipline shall be maintained by all, participants on and off the stage during the period of the Competition. The Manager of the Team will be responsible for this purpose. In case of Misbehaviour or Indiscipline by any participant strict disciplinary action shall be taken against the participant.

All India Civil Services Powerlifting Tournament shall be held in the events as mentioned in the IPF Rules subject to the minimum number of lifters and availability of Official/Accommodation etc.

Rules and Regulations for the Events

AICS Powerlifting tournament shall be played as per the General Rules laid down by Indian Powerlifting Federation as amended and updated from time to time. In case where the said rules of Powerlifting differ from the Rules of the AICS Powerlifting Tournament then the rules for the AICS Powerlifting Tournament shall only be followed.

Rules and Regulations for the Matches.

The All India Civil Services Swimming Championship shall be governed by the Rules and Regulations as laid down by the Swimming Federation of India as amended and updated for time to time . In case where the said Rules framed by SFI differ from the Rules for AICS Swimming Championship then the Rules for AICS Swimming Rules shall only be followed.

Rules and Regulations for the Matches

All India Civil Services Tennis Tournaments shall be held on Davis Cup Pattern. In case where the said pattern differ from the Rules for the AICS Tennis Tournaments then the Rules for the AICS Tennis Tournament shall only be followed.

All India Civil Services Weightlifting Tournament

All India Civil Services Weightlifting Tournament shall be held in the events as mentioned in the IWF Rules (Indian Weightlifting Federation) subject to the minimum of lifters and availability of Official/Accommodation etc.

Rules and Regulations for the Events

AICS Weightlifting tournament shall be played as per the General Rules laid down Indian Weightlifting Federation as amended and updated from time to time. In case where the said rules of Weightlifting differ from the Rules of the AICS Weightlifting Tournament then the rules for the AICS Weightlifting Tournament shall only be followed.

All India Civil Services Wrestling Tournament

AICS Wrestling Tournament shall be held in the Weight Category as laid down by the Wrestling Federation of India from time to time.

Rules and Regulations for the Matches.

AICS Wrestling tournament shall be governed by the Rules and Regulations as laid down by the Wrestling Federation of India as amended and updated from time to time. In case where the said Rules differ from the Rules for the AICS Wrestling Tournaments then the Rules for the AICS Wrestling Tournaments shall only be followed.

Rules and Regulations for the Matches/Session

All India Civil Services Bridge Tournament shall be played as per the Rules of Bridge Federation of India as amended and updated from time. to time. In case where the said Rules differ from the Rules for the AICS Bridge tournament then the Rules for the AICS Bridge tournament shall only be followed

All India Civil Services Hockey Tournament

Composition of the Team

The Composition of each team shall be as under:-

Rules and Regulation for the Matches

AICS Hockey Tournament shall be governed by the International Hockey Federation, Rules of Hockey (as published by Indian Hockey Federation) as amended and updated from time to time. In case where the said Rules of Hockey differ from the Rules of the AICS Hockey Tournament then the Rules for the AICS Hockey Tournament shall only be followed. The salient points of the Rules of Hockey 1999 are as under:-

Players of the same team shall wear Uniform clothing and shall not wear anything that may be dangerous to the other players.

The game shall be played between two teams of not more than 16 players each, but not more than 11 players of each team shall be on the field at the same time. Each team is permitted to substitute from the maximum of 16 players.

The duration of play shall be two periods of 35 minutes each. There will be break of 5 to 10 minutes after the first half and the team shall change ends in the second half of play.

Substitution of players shall be permitted at any time as per the rules of Hockey except after the award and during the taking of Penalty Corner when substitution shall be permissible for injury to or suspension of the defending Goalkeeper.

Each team shall have a Captain on the field who will wear a distinctive armband. He shall be responsible for the substitution of the players as well as for the behavior of all his team players.

Each team shall have one Goalkeeper on the field and an incapacitated or suspended Goalkeeper shall be replaced immediately by another Goalkeeper. However during the suspension of Goalkeeper the team shall have one less player on the field.

Umpires

Two Umpires shall control the game and apply the Rules; they shall be the sole Judges of fair play. Players and substitutes, whether on or off the field, including any period of temporary or permanent suspension, shall be under the jurisdiction of the Umpires.

Umpires shall be primarily responsible for the decision in their half of the field for the whole of the game without changing ends. The team scoring the greater number of Goals shall be the winner.

In case no goal is a scored in the entire duration of the matches or both the teams score the same number of goals against each other during the two halves then winners will be decided by the Penalty stroke competition as per the regulation from the FIH Technical Manual.

All India Civil Services Table Tennis Tournament

Composition of the Team

The Composition of each team shall be as under:-

Men 7 (Including two Veterans)
Women 4
Manager 1
Coach 1
Total 13

Events

The Following events shall be held during the All India Civil Services Table Tennis Tournaments:-

Team Events(Men) This will comprise five single’s matches
and  the team winning best of five matches shall enter the next round.
Each match shall be decided on the basis of best of five games. The strength
of the Team shall be three to five. The event shall be played on
League-cum-Knock out basis.
Team Events(Women) This will comprise four Single’s and One
Double’s matches and the team winning best of five matches shall enter the
next round. Each match shall be decided on the basis of best of five games.
The strength of the team shall be two to four. This event shall be played on
League-cum-knock-out basis.
Open Single's(Men) To be played on the basis of best of five
games upto the quarter finals stage and thereafter best of seven Games.
Matches will be played on Knock-out basis.
Open Double's(Men) This event will be played on the basis of best
of five games on Knock-out basis.
Open Single's(Veterans)
 
This event will be played on the basis of
best of five games on Knock-out basis.
Open Single's(Women) To be played on the basis of best of five
games upto the quarter final stage and thereafter best of seven Games.
Matches will be played on Knock-Out basis.
Open Double's(Women) This event will be played on the basis of
best of five games on knock-out basis.
Open Mixed Double's This event will be played on the basis of five
games on knock-out basis.

Note: The partners for the Doubles events(Men & Women & Mixed Doubles) shall be from the same Team of a State/UT/RSB.

Rules and Regulation for the Matches

All India Civil Services Table Tennis Tournaments shall be governed by the International Table Tennis Federation Rules 1997-1999 as amended and updated from time to time. In case where the said I.T.T.F.Rules 1997-1999 differ from the Rules for the AICS Table Tennis Tournaments then the Rules for the AICS Table Tennis Tournaments shall only be followed.

Misbehaviour

Players and Coaches shall refrain from behaviour that may unfairly affect an opponent, may offend spectators or may bring the sport into disrupt, including deliberate damage to equipment, such as breaking the ball or hitting the table with a racket, bad language or excessive shouting, deliberately hitting the ball out of the playing area, disrespect of match Official and persistent disregard of the regulations prohibiting advice during play. Any act of such misbehaviour/misconduct/indiscipline will attract the provision of CCS(CCA) Rules since Govt Employees are treated as on duty during AICS Tournaments.

Rules and Regulations for the Matches of Volley ball Tournament

AICS Volleyball Tournament shall be governed
by the Volleyball Federation of India’s Official Volleyball Rules New Edition 1999-2000
as amended and updated from time to time. In case where the said rules of
Volleyball differ from the rules for the AICS Volleyball Tournament then the
rules for the AICS Volleyball tournaments shall only be followed.

Rules and Regulations of the Matches of Badminton Tournament

All India Civil Services Badminton Tournament shall be governed by the Badminton Association of India’s Rules as amended and updated from time to time. In case where the said Rules of Badminton Association of India differ from the Rules for the AICS Badminton Tournament then the Rules for the AICS Badminton Tournament shall only be followed.
