Subject: Recognition of Service Associations of Central Secretariat under the Central Civil Service (RSA) Rules,1993.

The undersigned is directed to refer to this Department’s O.M. of even number dated 5th July and 30th July d its subsequent reminder dated 27th September,2007 on the subject cited above. The cadre Controlling Authorities/DDOs were requested to submit the consolidated information rrelating to deduction of subscription from the pay roll of employees by check off system in favour of concerned Union/Association in terms of para 2.5 of O.M. No. 2/10/80-JCA dated 31st Jan.,1994..
2 It may be possible that subscription could not be deducted from the salary of the concerned employee due to the fact that the salary of most of the employees is being disbursed through bank by electronic media i.e. ECS and with the result that the disbursement of salary through Pay-Roll has been discontinued. In the above case, DDOs are advised to attach a recovery schedule of membership fee showing the names of employees and amount of contribution towards membership fee to be transferred to the Service Association of Central Secretariat. The Account No. and name of the Bank branch to which the amount of the fee is to be credited/transferred by PAO, may also be mentioned on the recovery schedule. On the basis of this information furnished by the DDO, Pay and Accounts Officer will transfer the membership fee of the officials through ECS to the Bank of the Service Association.

Further, all cadre Controlling Authorities/DDOs were also requested to arrange for deductions from the salary of the employees of your Ministry/Department for the same and remit the subscription money to the General Secretary/Authorised Representative of the concerned Association/Union through check-off system. As per the time –schedule prescribed for completion of the process of recognition of service Associations, the consolidated details of membership in respect of each cadre was to be submitted to this Department by 31.8.2007 but the required information is still awaited.
4 All the Cadre Controlling Authorities/DDOs are, therefore, requested to arrange to send the consolidated information regarding deduction in favour of Unions/Associations as per list attached to this Department at the earliest so that issue of recognition of Associations/Unions could be finalized without any further delay.
