OFFICE MEMORANDUM

Subject: Recognition of Service Associations of Central Secretariat under the Central Civil Service (RSA) Rules,1993.

The undersigned is directed to refer to this Department’s O.M. of even number dated 7.5.2007(copy enclosed) in continuation of this Department’s O.M.N. 4/1/2002-CS(IV) dated 7.3.2007(copy enclosed) on the above subject where-by the Service Associations of the Central Secretariat were requested to submit their applications for recognition under the CCS(RSA)Rules,1993.

2. After scrutiny, the applications of the Service Associations mentioned in the Annexure of the this O.M. have been found in order.

3. In terms of para 2.5 of O.M. No. 2/10/80-JCA dated 31.st Jan.,1994, recoveries of annual subscription from pay roll in favour of a particular Association/Union are required to be made by the concerned DDO once in a year in the month of July,.

4. All cadre Controlling Authorities/DDOs are requested to kindly arrange deductions from the salary of the employees of your Ministry/Department for the month of July,2007 and remit the subscription money to the General Secretary/Authorised Representative of the concerned Association/Union through check-off system. As per the time –schedule prescribed for completion of the process of recognition of service Associations, the consolidated details of membership in respect of each cadre is to be submitted to this Department by 31.8.2007.

5. All the Cadre Controlling Authorities/DDOs are, therefore, requested to arrange to send the consolidated information regarding deduction to this Department at the earliest so that issue of recognition of Associations/Unions could be finalized without any delay. In this regard para 2.4 of O.M. dated 31.1.1994 referred above may please be strictly adhered to.
